Charlie has represented property owners, developers, and builders in courts and before administrative agencies since 1990. He participated in a Fellowship Program at Pacific Legal Foundation working on wetlands, endangered species, and other environmental issues. For the past ten years, he has acted as legal counsel processing development projects, including master planned communities, large and small residential subdivisions, industrial, and commercial projects.


Charlie's focus is on issues involving wetlands, shorelines, endangered species, drainage, water rights, traffic mitigation, SEPA, GMA, and other development-related matters. He has advised numerous developers about excessive exactions, including impact fees, dedications, and off-site improvements. He has pursued these matters before local and state administrative agencies and in the courts. He advises clients and pursues litigation against local and state government to obtain damages for takings claims, excessive exactions and fees, and other damages claims.


Charlie is also experienced in real estate transactions providing advice to buyers and sellers in all facets of the real estate transaction especially where the property is to be developed. The following topics often require legal advice: title issues, boundary questions, covenants or CCRs, easements, and purchase and sale agreements tailored to development issues. He is an active member of the Master Builders Association of King and Snohomish Counties.
