John has extensive experience in litigation before all levels of federal and state courts. His legal career began with Pacific Legal Foundation (PLF), a nonprofit public interest law firm formed to litigate nationwide in defense of individual and economic freedoms. PLF is particularly well known for its involvement in land use and environmental issues.


In 1996 John started a private practice with the formation of the firm which became Groen Stephens & Klinge LLP. His work focuses on land use issues arising from government regulation of private property. Over the last twenty years, he has been directly involved in many of the leading appellate decisions that have shaped significant aspects of land use law in Washington.


John is a frequent speaker at regional and national conferences for the continuing education of the bar. He has served as co-chair for the national symposium "Inverse Condemnation and Related Government Liability" sponsored by the American Law Institute of the American Bar Association.


Bar Memberships

Admitted to the State Bars of Washington, Oregon, Alaska and California as well as various Federal District Courts within those jurisdictions, the United States Court of Appeals for the Ninth Circuit and the United States Supreme Court.
